Why Renovation Projects Require Asbestos Testing

Planning a renovation project in Michigan? Before you swing that sledgehammer or tear down that wall, there's a critical step that many property owners overlook: asbestos testing. Disturbing asbestos-containing materials (ACMs) without proper precautions can expose workers and occupants to serious health risks—and leave property owners facing significant legal and financial liability.

Both federal and state regulations require asbestos surveys before renovation and demolition projects, yet many property owners remain unaware of these requirements until they're facing fines or stop-work orders.

The Regulatory Framework: NESHAP and MIOSHA

Two primary regulatory frameworks govern asbestos in Michigan renovation projects.

The National Emission Standards for Hazardous Air Pollutants (NESHAP), enforced by the EPA and Michigan EGLE's Air Quality Division, requires notification and specific work practices for demolition and renovation projects that disturb asbestos.

The Michigan Occupational Safety and Health Administration (MIOSHA) enforces worker protection standards for any project involving asbestos, regardless of building type.

When Is Asbestos Testing Required?

Under NESHAP regulations, a thorough asbestos inspection must be conducted before any demolition project, regardless of building age or size. The key point many property owners miss is that you cannot know whether your project will disturb asbestos until you test.

Michigan EGLE recommends that property owners assume materials contain asbestos until testing proves otherwise.

What Does an Asbestos Survey Include?

A pre-renovation asbestos survey focuses on materials that will be disturbed by the planned work. Common materials that may contain asbestos include floor tiles and mastic adhesive, ceiling tiles, pipe and boiler insulation, roofing materials, drywall joint compound, and transite siding.

NESHAP Notification Requirements

If asbestos is found, NESHAP requires written notification to Michigan EGLE at least 10 working days before starting work that will disturb more than 260 linear feet of pipe insulation, 160 square feet of other RACM, or 35 cubic feet of facility components.

Liability Risks for Property Owners

Property owners who fail to conduct required asbestos surveys face regulatory penalties, worker exposure claims, project delays, and cleanup costs that far exceed the cost of proper abatement.

The Role of Independent Testing

As a testing-only company, Lakepointe Inspections provides unbiased asbestos surveys without the conflict of interest that comes from companies that both test and remediate.

For contractors and developers, independent testing provides documentation that satisfies regulatory requirements and protects against liability claims.
